Priority for Rapid Evacuation and Demolition in Risky Buildings
With the new regulations, significant time will be saved in the evacuation and demolition processes to be carried out after the detection of risky buildings. By setting specific time limits for the objection and reconciliation processes of property owners, project delays are aimed to be prevented. Furthermore, by paving the way for public intervention for risky buildings that are not evacuated, the life safety of citizens has been prioritized at the highest level.
Groundbreaking Model in Land Share Agreement
The unanimity requirement, which was one of the biggest obstacles to urban transformation in the old system, has been revised with the new regulation. According to the new regulation:
Decisions taken by a two-thirds majority of the flat owners will be considered valid.
The shares of owners who cannot reach an agreement can be purchased by public authorities at fair market value.
This innovative model aims to overcome bottlenecks in transformation processes and allow projects to proceed more quickly.
Stronger Financing and Rent Support
Within the scope of the regulation, rent and moving allowances provided for urban transformation projects have been updated and improved. In addition, special transformation loans and interest-supported financing models have been introduced to facilitate the inclusion of low-income citizens in transformation processes.
Eco-Friendly and Green-Focused Approach in Transformation
The new regulation does not view urban transformation merely as the renewal of buildings; it also strongly encourages the creation of living spaces with high energy efficiency, a predominance of green areas, and rich social facilities. In planning processes, the implementation of environmentally friendly criteria such as:
Solar energy integration,
Rainwater harvesting systems,
Waste management plans
has been made mandatory.
